Wendover Rifle Club Constitution
1. The Club shall be called the Wendover Rifle Club, with headquarters at Hoggs Trough Lane, off Hale Road, Wendover, Buckinghamshire.
2. The Club shall be affiliated to the National Small-bore Rifle Association and any other shooting associations, which may be considered necessary by the Committee.
3. The object of the Club is to provide facilities for and to promote participation of the whole community in the sport of Shooting. To encourage skill in target shooting by providing instruction and practice in the use of the small-bore rifle and the small bore pistol to any of Her Majesty’s subjects.
4. The range is for use only at the times specified by the byelaws.
5. The Club shall be managed by a President, Chairman and committee of five (four to form a quorum), who shall be elected at the Annual General Meeting in each year. All officers of the Club, Captain, Secretary, Treasurer and all other Officers who will be co-opted from time to time, to be ex-officio members of the Committee. The committee may fill vacancies for officers or committee members occurring during the year. The Secretary may convene Committee Meetings as and when required, upon giving seven days notice.
6. Application for membership shall be made to the Secretary, an officer or member of the committee. Membership of the Club shall be open to all persons irrespective of ethnicity, nationality, sexual orientation, religion or beliefs; or of age, sex or disability except as a necessary consequence of the requirements of Shooting as a particular sport. Such application shall be considered at the next committee meeting, but shall be accepted as a full member only after having served a satisfactory six-month probationary period. The Committee may refuse to admit any person for membership In the event of the probationary period not having been completed to the satisfaction of the committee and membership refused, the applicant may appeal to members of the Club. This appeal shall be made to a Special General Meeting of the Club, provided that notice is given to the Secretary within fourteen days of receipt of the notice of refusal of membership of the Club.
7. The subscription shall be determined each year by the Committee, payable in advance on the 1st April in each year. Any member whose subscription is still unpaid by the 1st June will be debarred from the privileges of membership at the discretion of the Committee.
8. The Committee may remove from the Roll of Members, any member whose conduct on the range or upon any premises occupied by the Club, or elsewhere, is unsafe, unseemly, objectionable, calculated to bring the Club into disrepute, or who fails to comply with any rule or regulation made by the Club or Committee. Such member shall have no claim on the Club for any subscription or competition entrance fee paid. The member may appeal against the decision of the Committee to a Special General Meeting of the Club, provided that notice is given to the Secretary within fourteen days of receipt of the notice of removal from the Club.
9. The Secretary or any Officer or member receiving any money on behalf of the Club shall forthwith hand it to the Treasurer.
10. The income and Property of the Club shall be applied solely towards promoting the Club’s objectives as set forth in this constitution and no portion thereof shall be paid or transferred, directly or indirectly, to the Members of the Club.
11. The Annual General Meeting shall be held as soon as possible after the end of the preceding year (at least seven days notice of such meeting shall be given to the members), at which the following business shall be transacted:- Election of Officers (Including Auditor or Auditors) and Committee, receive the Balance Sheet and Reports of the Committee, revise and amend the Rules and Regulations (if necessary) and consider any other business.
12. The Auditor or Auditors shall examine the accounts at least once annually with the invoices and vouchers prior to the Annual General Meeting. They shall append thereto a certificate to the effect that such accounts are correct and fairly represent the expenditure and receipts of the Club and its assets and liabilities. They may at any time inspect any book, document or property of the Club in the possession of any Officer or member and make a report thereon to the Committee.
13. The Committee may pay accounts and incur any normal liabilities on behalf of the Club. The Committee and Officers are hereby indemnified by the Club against any claim or demand in respect of any liability, properly and bona-fide incurred on behalf of the Club.
14. Upon the requisition in writing, duly setting out the purpose, signed by twelve members and delivered to the Secretary, the committee shall within fourteen days convene a Special General Meeting of the Club.
15. Upon such requisition being duly served and not complied with within fourteen days, the person/s making the requisition may themselves convene a Special General Meeting of the Club by giving seven days notice in writing to the members, duly setting out the purpose for which such meeting is called. Any resolutions passed at such meeting shall have the same force and effect as if they were passed at a meeting convened by the Committee.
16. Any Officer or member of the Committee may be removed by a majority of two thirds of the members present at any General Meeting convened under rules 11, 14 and 15 and such vote may be taken by ballot.
17. The Committee may make By-laws and Regulations in regard to the use of the range during Club hours and may draw up the conditions of all competitions, matches and arrange handicapping. The entry fees for all competitions must be paid before shooting in such competitions and cards must be completed by the date specified. Failure to do so entails disqualification, but the Committee in exceptional circumstances may grant relief.
18. Any By-laws and Regulations made by the Committee under rule 17 shall be published by being exhibited on the Club notice board and shall thereafter have all force and effect of these Rules.
19. The Chairman of the Club and Committee shall have a casting vote in case of a tie.
20. The Committee shall have power to legislate upon any point not provided for in these rules.
21. All property of the Club shall be vested in the Committee for the time being.
22. All shooting shall be governed by National Small-bore Rifle Association regulations or other shooting associations, which may be considered appropriate by the Committee.
23. In the event of the dissolution of the Club, any assets remaining after the satisfaction of all debts and liabilities shall not be paid to or distributed among the members of the Club, but shall be given or transferred to one or more of the following approved sporting or charitable bodies:
1. A registered charitable organisation(s).
2. Another Club which is a registered CASC
3. The sporting national governing body for use by them for related community sports.
